America’s morale and the “in between” wars

Mr. Robert Kaplan, author of the brilliant Imperial Grunts among other books and articles, has a new article out in The American Interest. Entitled On Forgetting the Obvious, (h/t RCP) Mr. Kaplan makes three assertions:
1) Much of the “Establishment” class in America, along with the urban and suburban populations in the United States that this class wishes to influence, lacks the morale and will to face the national security challenges of the future.

2) With a relatively small and professional military, the vast majority of American society, especially its most “elite” civil institutions, have no contact with military culture (nor is there much of any contact the other way). A society cannot sustain a long duration armed struggle in this manner.

3) American society can perform well at only two kinds of wars, either very large ones that mobilize all of society, or small ones that employ largely covert professionals out of society’s sight. The U.S. will flounder at “in between” wars like Korea, Vietnam, and Iraq which are large enough to be costly and visible but not large enough to require the full mobilization of society.
Readers of this blog and its brothers are already familiar with these themes. Mr. Kaplan performs a public service when he introduces these concerns to his readers in “The Establishment” who might be seeing them for the first time.

In his article Mr. Kaplan reminds us that even if the problem of radical Islam somehow soon burns itself out (not likely from today’s perspective), the U.S. still will face an immense challenge from rapidly rising Asian powers. Unlike the guilt-ridden and morally-paralyzed elites in the West, the Asian challengers, by the Western elite’s standards, are anachronistically nationalistic and largely unhindered by either guilt or doubt. Thus, there will be no end to the national security challenges the U.S. will face this century.

Mr. Kaplan has spent most of his time this decade living with detachments of the U.S. military scattered to every corner of the world. He knows that there is a large slice of American society that is ready to face these challenges. This part of America has no questions about its morale, its resolve, or its purpose.

As long as its wars stay small, the U.S. will have the warriors and the tactics to prevail. But what about the next “in between” war? Mr. Kaplan thinks there are two Americas, a pacifist Establishment and a warrior class, two Americas that hardly know each other. These two Americas need to meet and find something to agree on before the next big challenge arrives.

Well...my friends and I (all of us ol' Vets) have tried talking to those lefturds who won't even ackowledge that there is a problem, except of course, that the United States is the cause of all problems.

We have tried to explain in various ways how this is not true and how America must address these problems, these enemies and ignoring them is not going to work.

We might as well have been talking to demented, drug crazed kids.

In fact that is what they remind us of.

Westhawk, let me expand on papa ray's comments if he will excuse me.

The problem with the elites is that they despise and fear the people. Normally, elites position themselves as the defenders of the people. Even Brezhnev did not try to replace one people with another, or overtly denigrate his people.

Elites fear upward mobility among the people, and will oppose it at every level. Military action is one way traditionally men move up. And so it will be vigorously opposed.

At no time and no place will the elites ever realize that the threat is real, long-term, and requires dangerous physical sacrifice and war.

Until they are replaced.

You can't imagine that Valerie Plame and Joe Wilson can deal with bin Laden, Ayman al Zawahari, and so on can you? The enemy KILLS people, brutally, often for the sheer pleasure of killing. While the Plame and Wilson set sit in cubicles or drink mint tea in a luxury hotel suite.

You can't imagine that these elites will cede their place can you? So reality will be denied until we lose a city or three in a nuclear flash. Then, the people will demand and get total destruction of the enemy who will surely be defined as any and all Muslims.

It's a tragedy, and one utterly predictable, because the elites simply cannot and will not meet the challenge. So many of the elites being women and thus unable to even comprehend violence even intellectually means they will deny reality until they are dragged from office.

Our elites being often combat vets or those who saw war, or physical violence up close left them with a good understanding of it.

Even a guy like Truman, a former farmer who had to kill livestock, a former Sante Fe Railroad clerk, and Captain in WWI, is inconceivable today. Life in the cubicle or luxury suite, with protection from everything through PC codes and over-lawyering does not and will not ever prepare the elites for men like Zawahari or Ahmadinejad.

The Kaplan article is worth reading. Along with the elite/rest of us rift he describest, I think there is a good deal of regional alienation too, between the big East Coast cities and their copy-cat elites all over the country, and people in flyover country, particularly the south.

Maybe the pacifist establishment and warrior class will pull together and find something to agree on before the next big disaster...or maybe not. All this mutual distaste and hatred is going on in relatively fat times. But we're importing 60 percent of our oil, hemmoraging cash to import it and God knows what else, not to mention stuck in a bunch of military and defense obligations we can't get out of. Hungry powers are waiting in the wings, and the pacifists think the party can't ever end. What happens when the idiot lefties make all this crash ?

There's getting ready to be a lot of finger pointing over the outcome of this war -- I don't even think we're started yet. Bush is reviled now, but the next president will be reviled by the losers of the next election even more. That phrase by whiskey 189 h hits the nail on the head: "elites that despise and fear the people..." That sounds like the French elites (think Les Liaisons Dangereuses) before the Revolution got rid of the old elites and Napoleon gave them new ones.

Exactly El Jefe, and the dynamic: elites fear any acknowledgment of war, because they cannot function in it, being so pacifist and feminized, meanwhile military people are constrained by their oaths to civilian authority, means a power gap.

One likely to be filled with vigilantism. Which is an American tradition dating back to Colonial times when authorities did not act for a variety of reasons.

Ceding power in the face of attack is a guarantee for vigilantism. People have homes, small businesses, families they cannot afford to lose. So they will fight for it. Can they fly F-22 Raptors? No.

But they can burn down and burn out all Mosques and Muslims. And will if the elites don't act. I don't expect a French revolution or Napoleon, because we are not France. But I do expect a semi-permanent "Committees of Vigilance" as in the Gold Rush San Francisco.

Yes the Elites can stifle any military action, because they are deeply feminized and can't even buy a clue about what it entails (other than it does indeed threaten their position). But that does not extend to being able to stifle the people. If they react passively to another mass-terror attack at home, the LA Riots where everyone was on their own and Korean shopkeepers held vigil over their shops with rifles and shotguns will the order of the day.

Asian powers like? None are remotely close to challenging US power. (Nor are they interested in doing so: neither India nor China can afford a destabilizing conflict with the America.) India has Pakistan to worry about. China will not seek conflict except if provoked over Taiwan - it has enough internal problems of its own and its main strategic aim is economic growth anyway, not hegemony. Westerners tend to overrate the China 'threat' in those terms (confrontational Cold War-style conflict) when in reality, Chinese leaders are more than acutely and historically aware of how hegemonic and militarist expansion led to the demise of Tojo's Japan and Nazi Germany. China are not saints, to be sure - but they are very far from being the demons of alarmist imagination.

Papa Ray and Whiskey_199, you're both spot on.

Though Middle-Class, I grew up in a fairly affluent Suburb in Massachusetts; I know these elitist Liberals well. These people share an artificially contrived reality that works only because there are millions of them sharing it.

You know what? The moment I got out of High School, I left that damned place and joined the Army. And I'm damned certain the better for it.

I have seen the real world, and it is a stark, nasty place.

Interesting discussion. Let me mention another aspect of the elite mindset. They're transnational capitalists, loyal only to the accumulation of money. Wall St, the Bejhing exchange, Moscow oil futures, Saudi bonds--that's their country.
In another time and place, and for his own twisted reasons, Stalin coined the phrase "rootless cosmopolitians". I think it fits these elites of ours to a T.
As othrs have pointed out, much of the country isn't elite, and will not go under quietly.
I can't see how this will end well.

Yes, that fits. The frivolous diversion; the momentary sensation; the aimless self-gratification.

One wonders: is the the end-result of the progression of "express `yourself," carried past any rational limits?

After all, when your "lifestyle" and your "causes" and your "personal interests" are more important than the serious affairs of your nation and events in the world that impact them, a serious disconnect exists.

Fortunately, as you succinctly note, not all of the populace thinks this way by any means.

In European tradition the eldest son inherited the family estate. The younger sons could become knights or clergymen. The bottom line was that the elite maintained their grip on the institutions that governed the nation. The parliment, the clergy and the military.

The aversion of the moneyed elites of our society to both the sword and the altar is an historic anomaly, that must be rectified. The likeliest outcome is that they will lose their status and their grip.

In a fight, always bet the side that knows how to field strip and clean its rifles.
